Can a notary issue
an apostille?

In the United States, licensed notaries do not and cannot issue apostilles on documents.

Only Secretaries of State in all fifty USA states can issue state-level apostille certificates on documents that originated in their own states and the U.S Department of State in Washington D.C can issue federal-level apostille certificates.
