Can a notary issue
an apostille?


No.

In the United States, licensed notaries do not and cannot issue apostilles on documents.

Only Secretaries of State in all fifty USA states can issue state-level apostille certificates on documents that originated in their own states and the U.S Department of State in Washington D.C can only issue federal-level apostille certificates.
