Can a state apostille
a federal document?


No.

State-level departments of state do not and cannot issue federal apostille certificates. They only issue state-issued apostille or authentication certificates. Only the U.S Department of State in Washington D.C can issue federal apostilles or authentications on any type of federal documents or documents that will be submitted to non-Hague Convention member countries.
