How do you get something apostilled depends on what non-USA country your documents are being submitted to and from what U.S state your documents originated from.

If you have a state-level document, you can only be issued an apostille certificate from a state-level Secretary of State office in the state where the document was issued or notarized. If it’s a federal-level document, you can only be issued a federal apostille or authentication certificate at the U.S Department of State in Washington, D.C.
