Can a notary public issue an
apostille or authentication
on my documents?


No.

Notaries in Texas or any of the other forty-nine U.S states do not and cannot issue apostille certificates or authentication certificates on legal documents.

Only Secretary of State offices in each of the fifty U.S states can issue certificates for legal documents that originated in their respective states.

A notary public can only notarize non-recordable documents (not recordable documents) that can then be filed with the state and be issued a state-level apostille certificate or authentication certificate.
