Can a notary
apostille a document?


No.

In the U.S.A a notary public cannot and does not issue apostille or authentication certificates on documents.

Only Secretaries of State in all 50 USA states can issue state-level document apostille certifications that originated in their states and the U.S State Department in Washington D.C. can issue federal-level apostille certifications.
