Unfortunately, no, you cannot.

The Texas Secretary of State does NOT and will NOT issue apostille certificates on any vehicle title or car title issued from Texas or any other state or foreign country.

If your vehicle title or car title was issued by the State of Texas Department of Motor Vehicles, you can request and order a “certificate letter” from the Texas DMV.

When you contact the TXDMV, make sure you tell them that you need a state official’s signature/seal on the vehicle certificate letter, and you need this letter so you can receive a Texas apostille certificate on it from the Texas Secretary of State.

Once you get this signed by a state official, Texas DMV letter you can then mail the original Texas DMV letter (it cannot be a copy) to us or drop it off at our office so we can rush apostille it for you.

The example above is shown in Spanish (it was to be used in Mexico), but you can request that the letter be issued in English as well.
